Does Google crawl all the URLs cited in the sitemap?

Actually no. Google doesn’t crawl or index all the URLs in the sitemap.
It would not index image URLs for one. However, the data on your sitemap
helps Google to understand the structure of your website and plan out an
appropriate crawling schedule.
